Ebola by design: How Gates, GAVI and WHO are ordering their own pandemics

On March 19, 2021, the Bill Gates-funded vaccine alliance GAVI published a paper identifying Ebola as a possible trigger for the "next pandemic ." On May 17, 2026, the WHO declared an Ebola outbreak in the Democratic Republic of Congo and Uganda a Public Health Emergency of International Concern . Between these events lie approximately five years and two months—and the information that the two vaccine candidates that GAVI and CEPI are now testing against the Bundibugyo virus were launched in January 2026 and 2023, respectively, through precisely tailored partnerships.

Anyone who still speaks of coincidence in this situation has either not read the press releases or has not followed the money flows – probably both.

A list that no one writes by chance
GAVI published an entire series under the tag between March and May 2021. «Next Pandemic»The in-house preview list included: Hantavirus, another coronavirus, Lassa fever, yellow fever, Marburg, H5N1 and H7N9 influenza, Nipah, Chikungunya, Rift Valley fever, Crimean-Congo hemorrhagic fever and – Ebola.

Intriguingly, eight of these eleven pathogens are also on the US CDC's "Select Agents and Toxins List ," the official list of biological agents with bioterrorism and mass destruction potential. The three outliers are yellow fever, chikungunya, and hantavirus. According to physician Dr. Meryl Nass, the latter should actually be on the CDC list, given that the US military has been experimenting with hantaviruses for four decades.

A vaccine alliance whose forecast list of "next pandemics" is roughly three-quarters identical to the US Centers for Disease Control and Prevention's list of bioweapons. In probability theory, such similarities would at least be noted as conspicuous.

Who is behind GAVI
GAVI, the Vaccine Alliance, is a public-private partnership founded in 2000 and headquartered in Geneva. It is financed by donor countries to the tune of approximately three-quarters – primarily the United Kingdom, the Bill & Melinda Gates Foundation (now the Gates Foundation), and the United States. The WHO is a founding partner. The Gates Foundation has been the WHO's second-largest single donor for years. Anyone examining this network will find the same main shareholder everywhere.

CEPI, with which GAVI collaborates on the Ebola vaccine evaluation, was launched in 2017 at the World Economic Forum in Davos, of all places. It is financed by the Gates Foundation, the Wellcome Trust, Norway, India, the United Kingdom, and the EU. Its focus is on developing vaccines against the WHO's "Blueprint Priority Diseases"—including MERS, Lassa, Nipah, Rift Valley, and the wonderfully nebulous "Disease X."

The vaccines have long been in the pipeline.
This is where the picture becomes clearer. In January 2026, Merck enters into a strategic partnership with CEPI, to develop a new variant of the already approved Ebola vaccine Ervebo (rVSV-ZEBOV). CEPI had already begun this project in 2023. Oxford University signs a cooperation agreement based on the ChAdOx platform – precisely the platform that carried the AstraZeneca COVID-19 vaccine. Both candidates are now, according to own GAVI statement those who are being tested in connection with the current Ebola situation.

In other words: The two candidates now slated to compete against the Bundibugyo outbreak were brought into precisely this starting position over the past three years with funding from Gates-affiliated sources. Coincidence, of course.

One hundred days from threat to syringe
Central to CEPI's pandemic preparedness plan is this «100 Days Mission» – A G7 initiative led by the UK with the explicit goal of having a vaccine ready for deployment within one hundred days of the WHO identifying a pandemic threat. The WHO defines the threat. The WHO declares the PHEIC. CEPI has the pipeline. GAVI delivers. The Gates Foundation funds the WHO, GAVI, and CEPI simultaneously.

This is not pandemic management. This is a vertically integrated business model that creates its own crisis.

What the WHO itself states for the record
In its PHEIC statement of May 17, 2026, the WHO itself writes that, unlike Ebola-Zaire, "there are currently no approved Bundibugyo-specific therapeutics or vaccines." This is the official justification for classifying this event as "exceptional." In other words: The gap that now urgently needs to be filled is precisely the one that Merck and Oxford have been building their candidates into for years.

As of May 16, 2026: Eight laboratory-confirmed cases, 246 suspected cases, and 80 presumed deaths in the DRC province of Ituri. Two laboratory-confirmed cases in Kampala. From this data, the WHO distills a "Public Health Emergency of International Concern" and triggers the entire mobilization machinery of the "100 Days Mission." If the same number came from a Western statistical report on falls down stairs, no one would take notice. Anyone who constructs a global emergency from eight cases has a business model that cannot tolerate proportionality.

In March 2021, GAVI wrote in a preview article that Ebola could be the next pandemic. In May 2026, the WHO declared exactly that. The vaccines were ready, the funds flowing. And every link in this chain bears the same name in the funding directory – and calls it "Global Health"! First the prediction, then the outbreak, then the vaccine, then the next item on the list. Hantavirus, Marburg, Nipah, Lassa, H5N1 wait patiently in GAVI's drawer. This is no longer health policy. This is business planning with a notarized seal! Five years' lead time. Two vaccine candidates in the pipeline. Eight lab cases as the trigger. Right on schedule, the cash register rings – and they call it a "Public Health Emergency"!
