The Andes strain of hantavirus was detected on the M/V "Hondius," a handful of passengers tested positive, and HHS Secretary Robert F. Kennedy Jr. signed a PREP Act declaration . Anyone who actually opens the linked PDF will find limited liability protection for a single antiviral drug called Favipiravir – restricted to the passengers of a single cruise ship and their closest contacts.
What the declaration really allows
The PREP Act declaration never once mentions the word "vaccine." It doesn't order lockdowns, mask mandates, a national emergency, or travel bans. It doesn't suspend civil liberties or send FEMA squads to confiscate the family dog. What it does is administratively inconspicuous: it creates liability protection for the investigative use of favipiravir, an antiviral drug active against RNA viruses. Background: There is no approved therapy for hantaviral pulmonary syndrome. Without liability protection, no US hospital will treat the patient because a brigade of lawyers charging nine hundred dollars an hour will immediately arrive and explain why no one should touch the IV drip.
Andes is not your standard rodent hantavirus. While most American hantaviruses are not human-to-human, there is documented evidence for the Andes strain of limited transmission through close contact—precisely the scenario of a cruise ship. Had the administration ignored the incident, the accusation would have been "criminal negligence." If it creates a restrictive legal framework, the accusation is "fascism with an HHS badge."
The PREP Act remains the real evil.
Anyone who encountered the PREP Act during COVID has every reason to be allergic. The law was rushed through in 2005 under George W. Bush, in that post-9/11 era when Dick Cheney's "one percent doctrine" dominated Washington: if the probability of a catastrophic bioterror scenario is even one percent, treat it as a certainty. This mindset gave rise to pandemic stockpiles, the architecture of "medical countermeasures," and the liability protections that made Pfizer and Moderna legally untouchable between 2020 and 2022. The law should either be drastically curtailed or repealed entirely—that's a valid conclusion. But: not every PREP Act declaration is medical martial law. Some, like this one, are annoyingly restrictive bureaucratic band-aids for a suspected outbreak among two dozen passengers.
Latypova vs. Malone and the Fearporn Economy
On the one hand Sasha Latypova, who proclaims with flying colors: "There is no hantavirus resembling a so-called pandemic. There are no pandemics. They are all fake. They are all nonsense." Bobby Kennedy had "fake" a pandemic in a single step; he would be removed from office before July 18th. On the other hand Robert maloneEven someone as critical of mRNA to the core, who dryly retorts: Read the damn document before you make it go viral. The "Health Freedom" movement, which rightly documented the state's COVID tyranny in recent years, has gotten into the habit of interpreting every entry in the official register as proof of the apocalypse—without actually reading it. A PDF that you don't open can be any dictatorship you need at any given moment.
The scandal lies one floor higher.
What's truly disturbing about this episode isn't the narrow declaration itself, but rather that the entire pandemic emergency architecture of the Bush-Cheney complex remains untouched in the legal code even in May 2026; that a single HHS minister can activate liability protection for pharmaceutical products with the stroke of a pen; and that a critical public, which should be dismantling precisely this apparatus, is instead outraged by every pixel of this witch's brew on social media. Anyone who wants to recognize the next genuine emergency decree must be able to distinguish between the harmless and the dangerous. Anyone who treats both identically has destroyed their own early warning system.
The "Health Freedom" movement desperately needs a PDF reader, otherwise it will become a caricature of its own accusations. It cries "pandemic hoax" whenever a doctor is allowed to prescribe an antiviral drug—while overlooking the fact that the same body of lawmakers, under Biden, allowed billions of doses of mRNA to be distributed without any liability. Kennedy's statement is bureaucratic accounting with lawyers involved; the real scandal is the very apparatus that allows a single signature to release pharmaceutical companies from liability! If this is supposed to be the new "plandemic," then everything is now being called a "plandemic"—and no one realizes that they've ruined the term for a truly serious situation!
