Liu, a 39-year-old technical worker from Beijing, arrived in the central city of Zhengzhou on Sunday and met all the requirements to travel under China's tight Covid restrictions.
He had tested negative for Covid-19 the day before; his hotel had confirmed that he could be checked in; and the health code on his phone app was green - meaning he had not been in contact with people or places considered risky and was therefore free to travel.
However, when Liu scanned a local QR code to exit Zhengzhou train station, his health code showed red - a nightmare for any traveler in China, where freedom of movement is severely restricted by a government-imposed color-coding system to curb the spread of the disease to control virus.
Anyone with a red code – typically people who are infected with Covid or are classified by the authorities as having a high risk of infection – immediately becomes persona non grata. They are banned from all public places and transport and are often under government quarantine for weeks.
This almost doomed the plans of Liu, who had come to Zhengzhou, the provincial capital of Henan Province, to demand redress from a bank that had frozen his deposits. He had deposited his savings -- a total of about 6 million yuan ($890.000) -- in a rural bank in Henan and hasn't been able to withdraw a penny since April.
Over the past two months, thousands of depositors like Liu have been fighting to get their savings back from at least four rural banks in Henan in a case involving billions of dollars. In late May, hundreds of them traveled to Zhengzhou from across China and protested in front of the Henan Banking Regulatory Office to demand their money back, to no avail.
